Residents in the lower units of the WOODLAND HILLS APARTMENTS in N Memphis, awoke to find themselves wading in 4 ft of rain water that had come into their apartments during an overnight deluge. This happened in 1980, and the city thought it had protected itself from a repeat performance, that is until last night. City administrators say the water came in in such volume and so fast that the drainage system was overwhelmed. The apartment complex was the nearest back up point for the water, so thats where the water went.
Because flooding in Memphis is rare, few residents have "flood insurance" protection. The extra $400 per year might be a bit of a deterrent also. Everyone who lost anything in the apartments is responsible for their own, unfortunately, unless they had insurance, and not one resident did. Some lost everything while others didn't have much to begin with, so it was a bit of an inconvenience. One woman who was there in 1980 tearfully told reporters that she thought it would never happen again, but it did. And again, shes lost everything of value in her life.
It is said the water we're getting here is residue of tropical depression FAY, from down in Florida. We've had people trapped in cars, roads in the county washed out, a bus hydroplaned and flipped the other day killing 3 and injuring 14 while leaving one of the Tunica casinos on its way back to S Carolina. Yeah it gets a little crazy round here from time to time, I guess this is one of those times.
