Actually, as an adult, I know not to leave a child unattended. I don't go shopping and leave my child alone in a car, no matter what the weather, because I am concerned about his safety.
Secondly, a 7 month old baby is not as physically-capable of withstanding more extreme temperatures as an older child would be. If there were an emergency, not all 9-year-olds are going to know what to do.
I don't think I have to know all the details to know that shopping at the mall is not a valid reason to leave children unattended.
