Hmmm, let me see here. I'm sure his intent was to kill this woman, but he only broke her leg. He ran over her with a car. He drove over a curb to intentionally kill this woman with a vehicle. Then called her the n word in context to his intent. If this doesn't qualify as a "hate crime," what does. There should be a federal investigation to begin with. Then attempted murder or attempted vehicular homicide would be the more appropriate charge imo.
