Listen Bro, I had the same problem when I was in the service (we had to be clean shaven) I tried magic shave, an electric shaver etc. and nothing worked. I went to the doctor with a severe case of razor bumps. The doctor said that I had pseudo folliculitis (technical term for razor bumps), he gave me a shaving wavier and I was allowed to wear a short beard. Unless you are not allowed to wear a beard, the only cure I know of is to stop shaving. A close cut beard will also stop the ingrown hairs. I have a beard and my job allows me to wear a beard as long as I have a shaving waiver from my doctor. If you want my opinion, rock your beard rubik, the creator gave us facial hair for a reason.
