No, I'm thinking of GORE, who did quit when he ran for the presidency and got beaten by a Florida miscount or some such bullshyt. Basically he said rather than a recount, with the swing dependent on Florida, where GW's brother was governor, he conceded the election. Hell the votes for the military and absentees hadn't been counted and certified.
